Bibliograhy of Clara Louise Foster-Dobbs Clara Louise Foster-Dobbs was born on August 23, 1930 in Camden, NJ to the late Charles A. Roberts and Charolette H. Ringo. Louise as she liked to be called attend the Camden Public School System. She was an avid Seamstress and was employed in Philadelphia and Camden. She later returned to school and earn a Bachelor of Arts Degree and Master of Arts Degree in Elementary Education from Rowan University (Former Glassboro State College). She was married to William R. Foster (Deceased) and from this union they had four children, Jerome C. (Deceased) Kevin B. , Carla D. (Deceased) and Stephen N Foster. After her husband passed, she later married James E. Dobbs (Deceased). In the early 1970’s Louise began her professional Elementary School Teacher at Forrest Hills school in Camden. Louise became active in her community of Whitman Park in an effort to foster better living conditions and to combat crime and blight in the area where she resided. She served as a Chairperson in the city of Camden as Council Liasion to the Department of public works, committee member to the Department of Health and Human Services, Development of Planning and Police/ Fire Departments, committee member to the Department of Administration, City Attorney Office and Development and Planning Utilities. In January 2001, Louise was appointed to serve as Councilwomen-at Large for the City of Camden. She later was elected to a 4 year term under the leadership of then Mayor Gwendolen Faison. Louise community involvements included the following: Organizer of United Neighbors of Whitman Park, Neighborhood Town Watch, 4th District Public Safety, Literacy Volunteers of America, Camden County Council on Alcohol and Drug Abuse, Learning Collaborative for a Healthier Camden and many other community organizations. Louise was a faithful member of the Mt Calvary Missionary Baptist Church in Camden under the Leadership of James C. Jones Pastor. She later became a member of Bethel-Hosanna AME church in Pennsauken,NJ. Due to her failing health,Louise wasn’t able to actively attend church, however during voting time she would mann the telephones from her home encouraging people to vote. Louise leaves to cherish her memories, her Son Kevin B. Foster and his wife Ethel of Pennsauken, NJ, Stephen N. Foster (Woodbine, NJ), 6 grandchildren, 11 great grandchildren, a special friend Orin Lutz, a host of Nephews, Nieces, Cousins and Friends.
